The Administrative Law and Public Markets Department provide its services mostly to public companies in the sectors of electricity and geothermal energy. The Firm has a strong background in public procurement for the acquisition of goods and services, with special emphasis on the preparation and analysis of proposals, specifications and public tendering programs, panels and evaluation committees and dispute mechanisms related with the award of contract. In terms of public service concessions the Firm has been specializing, namely in the energy sector, in the preparation of proposals for the construction of geothermal power plants and in the negotiation of contracts for drilling projects, acquiring a great knowledge about the legal regimen of public works contracts.
J. A. Pinto Ribeiro & Associates has acquired a solid experience in public-private partnerships, particularly in the telecommunications area, where, amongst other projects, it had a significant involvement in the legal advisement concerning the planning and arrangements of a partnership between the Portuguese Government and a multinational company for the design and installation of a Radio infrastructure for a TETRA Radio Communication System.
